The consulate wants the notarized passport copy apostilled — can you do both?

Yes, and this is common. We certify the copy, then run the notary's signature through the Florida Secretary of State for an apostille so the copy is recognized in the destination country. One appointment, one handoff.

Do you need my physical passport or is a photo enough?

We need the physical passport booklet at the appointment so we can compare our copy against it. A photo or PDF can't be certified under Florida law.
